CENTER 1: Conceptual Design

STRATEGY & COMPETITION
  • Lead efforts for CSAF Action Order on Competition to renew the USAF's emphasis on competitive thinking and comparative analysis to advance the USAF's ability to successfully out-compete potential adversaries
  • Engage and advocate with the Office of the Secretary of Defense and the Joint Staff to develop a two-way communications loop for high-level guidance and supporting Department of the Air Force strategies 
  • Establish a strategic competition stakeholder neural network to create a long-term advantage mindset
ASSESSMENTS
  • Broaden efforts to accelerate change and provide key decision support to DAF leadership
  • Synthesize inputs and analysis across stakeholders to assess USAF advantages over key competitors 
REGIONAL PLANNING & POSTURE 
  • Incorporate Allies & Partners into the equation for change
  • Serve as USAF lead for global posture issues to the Global Posture Executive Council / Integration Team
  • Serve as USAF lead for the Joint Planning and Execution Community and integrate equities across Combatant Command Campaign Plans
  • Serve as USAF representative to the FVEY Air Force Interoperability Council Management Committee and other fora to ensure alignment with key alliance concepts and standards
CONCEPTS & FORECASTING
  • Collaborate with the Joint Staff to accelerate development of the Joint Warfighting Concept
  • Serve as USAF lead for developing operating and supporting concepts to describe how we will fight in the future and address emerging operational challenges 

CENTER 2: Capability Development

FUNCTIONAL INTEGRATION TEAMS (FITs)
  • Provide subject matter expertise across a wide range of Air Force concepts, strategies, platforms, and requirements
  • Serve as liaison/coordinating function with multiple stakeholders, including MAJCOMs, HAF/SAF, research and development, testing and evaluation, and industry, to collaborate on capability development efforts
  • Coordinate with logistics, installation, and mission support communities to represent warfighter needs
CROSS-FUNCTIONAL TEAMS (CFTs)
  • Collaborate and integrate beyond traditional Department stovepipes and communications channels to achieve National Defense Strategy modernization mandates on competition-relevant timelines
  • Guide future force design decisions by identifying capability gaps, orchestrating an enterprise-wide approach to problem solving, and developing Capability Development Plans to articular the way forward for each portfolio
  • Leverage the Joint Requirements Oversight Council to advocate for the Department's position and improve joint collaboration
 ENABLING TEAMS
  • Serve as the Air Force lead for joint operational requirements integration with the Joint Requirements Oversight Council, Joint Capability Board, and Functional Capability Boards
  • Manage the formal review, staffing, and validation of Air Force and joint capability requirements documents
  • Provide matrixed capability development analysis for FITs/CFTs and support product development across Air Force Futures
  • Support/provide rapid prototyping and fielding to address short- and near-term capability gaps and shortfalls

CENTER 3: Integration & Innovation

CAPABILITY DEVELOPMENT
  • Public capability development guidance and provide capability development training to cross-functional teams/enterprise partners
  • Plan and execute the FVEY Capability Development Summit and Capability Development Working Groups to support senior leader decisions
  • Analyze capability development priorities and lines of effort
WARGAMES & ANALYSIS
  • Define analytic and assessment requirements, coordinate execution, develop results and build tools for Air Force Futures teammates
  • Design and execute agile, focused wargames and analytically support Title 10 wargames (Global Engagement, Futures Game, etc.) to test, refine, and analyze USAF strategy, force structure implications, and key decision points
INNOVATION
  • Scout for emerging technology trends and serve as linkage to labs, academia, industry, and innovation hubs
  • Forge connections between technologists, strategists, and warfighters to leverage research and development resources
  • Shepherd early stage incubation of high-value technologies to drive meaningful innovation
FORCE DESIGN
  • Lead efforts in support of CSAF Action Order on Bureaucracy to restructure the Department of the Air Force to accelerate change
  • Support the integration of a cohesive, prioritized force design into planning and programming
  • Develop and integrate future force design in consideration of human capital, infrastructure and posture, and systems
  • Oversee, advise, and pursue integration of Allies & Partners into capability development and future force design efforts
